Do you think that Victoria Nuland, Jhon Kerry, & the Sate Department did not foresee the likelihood of Crimea seceding?
Before fomenting a coup in Ukraine I would have expected analysts at the State Dept (perhaps even the Pentagon) to conduct simulations or “war games” which create a time series forecast of different outcomes and decision trees modeling the best guesstimate of the probabilities of each outcome. What did they think would happen? Did they just write this off as an unlikely outcome with a very low probability? If not, what reaction were they hoping or expecting to provoke from Russia?
Also, why do the Pentagon think it’s such a good idea to encircle Russia and China with bases? I sometimes think the expansion of NATO may have been one of the greatest strategic mistakes America could make. Sure it confers some tactical advantage, but I think all this militarism only weakens the American economy and in the long run renders America more fragile and less competitive.
It puzzles me because I believe there is no serious military threat to America and all these resources are being squandered on needless militarism.

John Mersheimer’s “The Tragedy of Great Power Politics” (2001) shows all great powers seek to maximize regional hegemony, in a never ending quest for security. Mearsheimer thought logistics kept regional hegemons from expanding across oceans, but NATO may have changed things.
William A. Williams “The Tragedy of American Diplomacy” (1972) dates the U.S. quest for international hegemony (vs. continental) from the Open Door policy of the late 1890’s, to make the world safe for U.S. business.
While both books are very convincing, if a bit tendentious, perhaps an additional, simpler reason is the military-industrial complex President Eisenhower warned against. (Perhaps now better called the military-industrial-congressional-mass-media complex.)
