Since the 1960s Germany was the target of immigration forced by the USA and the industry. Since the 1990s a growing number of asylum seekers added to it. Today of the ~80mil inhabitants of Germany estimated 15mil to 20mil have a so called migration background. As many of those got German citizenship, they do not show in the statistics.

Defenders:
The police in Germany is the investigating arm of the prosecution and has to act for them. Therefore they are restricted, got gag orders not to talk what is happening and overwhelmed by the migrant numbers.
The Germany army was a formidable force during the cold war with 12 active Tank Divisions, compulsory service and millions of reservists. This is long gone. Today they are down to 2 rundown Divisions, changed to professional soldiers and therefore low on reserves. Further drained by off-shore missions like Afghanistan.
German has one of the most restrictive weapon laws for the citizen, hardly any of the law abating citizen are armed.
Tactical SITREP
More than 80% of the current migrants (>1Mio, current trend going to 3Mio) [source]
are young men and mostly Muslims. Coming from war torn countries they are battle hardened compared to the local populace. A percentage (several thousands) of them come from IS or Boko Haram. [source]
With the battle situation getting worse for IS in Syria-Iraq their amount will increase.
They are building their commandos and recruiting members in the refugee centers. They are now even placed in active (guns, ammo) military barracks and air force bases. The security of these bases was outsourced to private contractors and the guards reduced. Therefore the barracks can be taken by less than 50 determined attackers.
There are further rumors that containers with concealed weapons are dropped by Blackwater/Academi at the refugees centers like the one discovered in Greece.

Regarding your second question, not sure how Syria is “paying” the Russians for intervention.
Russia might do better to transfer some money to Assad.
One important reason the Syrian army is slowly getting exhausted is because it hardly pays it soldiers. Fighters for the rebels are much better paid. The result for the government army is low morale and a shrinking army.
The Russians may send bombers, Assad may start militia and Hezbollah and the Iranians may send in auxiliary fighters: it all will be useless when the Syrian army, that should be the core, is breaking down.

As Serbian Girl mentioned, under the circumstances of the sanctions, economic calculation on how much the Syrian Government has is a bit complicated when done from outside Syria; so the same for the salaries they pay to the army. But I don’t think it is a matter of money, but the long years fighting in a very mobile scenario, with an enemy with a relentless supply chain of manpower, money and gear, plus the effort of spending resources getting ready for the next Israeli bombing or just trying to prepare for a invasion from US, etc. I do believe that the enhanced support of Russia, Iran, etc will much alleviate the load on the Syrian army, which in turn is bad news for the bearded in black.
There is 500k + freshly arrived young man of military service age, mostly without background checks / falsified documents etc. If they decide to make trouble* (+ no doubt “older” immigrants may join) in Germany, police and even german army can not handle bcs of sheer numbers without using fire weapons.

And, all of a sudden, a large number of Syrian refugees want to go to Germany. Not to the US, Canada, Australia – all traditional immigration countries – or to the UK. No, only to Germany.
And, at the same time, there’s the usual Internet flash-in-the-pan about Volkswagen, the German car manufacturer, cheating on pollution tests.
Meanwhile, Atlanticist German politicians such as Graf Lambsdorff keep insisting the Luftwaffe should join the US-led bombing campaign.

Ann, I see, dismayed and incredulous, that Harper is allegedly clawing back support on the basis of a hate campaign against the hijab, in the name of ‘women’s rights’. While all the parties totally ignore the disappearance and murder of one thousand indigenous women over recent years. And the Canadian military has taken to bullying journalists who write stories they don’t like, and are demanding a voice in the propaganda discourse. I’m afraid that just when I think things here are the pits, Canada reminds me that they could get worse. At least we got rid of our Harper, Tony Abbott, if only, I fear, temporarily.
