In recent history Russia has never been keen on instigating wars against its neighbors, but ends up finishing them. For example, when Napoleon Bonaparte of France matched against Russia with a 500,000 man Grand army in 1812, the Russian strategy was to keep retreating instead of engaging in battle, so that the French supply lines became stretched, and using a scorched earth policy as they retreated back to Borodino and Smolensk, where two major battles were fought with heavy casualties on both sides. When Napoleon eventually entered Moscow, the Russians burned it to the ground leaving the French stranded and nowhere to go, except back to France during a brutal winter as the cossacks picked them off, leaving only 100,000 left alive.
What a composed and dignified diplomat! Considering the boorish behavior of the West, he was the adult in the room.
Russia is well aware of the duplicity and deceitfulness of the West, therefore, they are looking for actions not words.
