If we put aside emotional reactions to the the despicable speaker and audience, Poroshenko is offering Putin a federalized Eastern Ukraine in return for a unified Ukraine that includes Crimea. The EU documents you linked to make a reference to the murder of Mykola Zelenec, a Ukrainian businessman who was also the Honorary Lithuanian Consul in Lugansk.
Apparently he was kidnapped in August, in Lugansk area and found murdered on the 22nd August. The murderers are assumed to be ‘Russian terrorists’ – there’s a surprise. But there is no real evidence, other than he was found dead. The story appears to originate with the Lithuanian Minister of Foreign Affairs, Linas Linkevicius.
A report by the rabid anti-Russia BBC notes that “Lithuania is among the most vociferous EU member states in its criticism of Russian actions in Ukraine”.
Does anyone know any more about this story? Other than the fact the man was found dead, the story smells like Surströmming to me.

Deal reached on enforcing Ukraine ceasefire
Agreement reached for creation of buffer zone and withdrawal of foreign fighters from conflict zone in eastern Ukraine.
Participants in Ukrainian peace talks have agreed to create a buffer zone to separate government troops and pro-Russian fighters, as well as withdraw foreign fighters and heavy weapons from the area of conflict in eastern Ukraine.
The deal reached early on Saturday by representatives of Ukraine, Russia, the Moscow-backed rebels and the Organization for Security and Cooperation in Europe (OSCE) marked an effort to add substance to a ceasefire agreement that was signed on September 5 but has been frequently broken by clashes.
The new deal signed after hours of talks that dragged late into the night envisages setting up a buffer zone that would be 30 kilometres wide.
They said after the talks in the Belarusian capital Minsk that all heavy weapons should be withdrawn from that zone.
The negotiators also reached agreement on the withdrawal of all foreign fighters and mercenaries – a diplomatic reference to Russians fighting alongside the rebels.

MINSK, September 20 (RIA Novosti) – Kiev authorities and pro-independence fighters in southeastern Ukraine have agreed on complete ceasefire, establishment of the buffer zone, withdrawal of heavy weapons away from the contact line on both sides, and deployment of the Organization for Security and Cooperation in Europe (OSCE) monitoring mission.
Early Saturday morning parties at the talks in Minsk – Russia, Ukraine, the self-proclaimed Donetsk and Luhansk People’s republics and the Organization for Security and Co-operation in Europe (OSCE) – aligned positions and formulated a memorandum of nine provisions that will regulate the implementation of a ceasefire agreement between Kiev and independence supporters in eastern Ukraine. Leonid Kuchma, former Ukrainian president representing the country at the talks, read out the provisions of the memorandum at the conclusion of the talks.
MINSK MEMORANDUM
1. Ceasefire is to be considered bilateral.
2. Military elements and military formations shall be stopped at their contact line as of September 19.
3. Usage of all kinds of weapons and offensive actions are prohibited.
4. Within 24 hours after the approval of this memorandum weapons with a calibre of more than 100 millimeters shall be moved at least 15 kilometers away from the contact line on both sides, including from the residential areas, which would create an opportunity to establish a 30-kilometers buffer zone.
5. Deployment of heavy weapons and heavy equipment in the region confined by the residential areas [Kuchma did not specify which areas are listed in the memorandum] is prohibited.
6. Placing of mine barriers at the border of the buffer zone is prohibited. Mine barriers that were placed earlier within the buffer zone shall be removed.
7. Flights of operational aircrafts and foreign aerial vehicles except for the vehicles of the OSCE over the buffer zone are prohibited.
8. In the ceasefire zone the OSCE monitoring mission, consisting of the group of the organization’s observers shall be deployed within 24 hours after the approval of this memorandum. It is desirable that the above mentioned zone shall be divided into sectors. The number of the sectors’ borders shall be negotiated in the course of the preparation to the work of the OSCE monitoring mission’s group of observers.
9. All the foreign armed groups, military equipment, as well as fighters and mercenaries shall withdraw from the Ukrainian territory under the supervision of the OSCE.

Ukrainian President Petro Poroshenko’s trip to Washington, DC will follow those of a number of shameless pandering foreign leaders who held their hands out for American cash, military assistance, and propaganda support. Like next month’s Halloween “Trick or Treat” tradition that witnesses children going door-to-door begging for candy treats, chocolate tycoon Poroshenko will be begging Washington’s political leaders for hundreds of millions of dollars or more in aid without even offering a chocolate bar in return.
However, Poroshenko’s speech will become forgotten as soon at it is given. Today, few, if any, older members of Congress would recall similar addresses by NATO allies such as Italian Prime Minister Giulio Andreotti, Dutch Queen Beatrix, or Canadian Governor General Vincent Massey. All those speeches became, as will Poroshenko’s, insignificant footnotes of history.
As the political leader of one of NATO’s aspirant members, Poroshenko will discover in Washington that NATO leaders have no more influence over Washington’s military, diplomatic, financial, and intelligence apparatus as a low-level British colonial governor of some far-flung colony of the British Empire had with the Colonial Office in London. The political leaders of NATO member states come and go in Washington. After President and Mrs Poroshenko are treated to various diplomatic niceties, including the standard shopping trip at Washington’s most expensive boutiques and department stores for Ukraine’s First Lady while her husband engages in talks with government leaders, Poroshenko will further commit his nation to never-ending dictates from NATO headquarters in Brussels, the Pentagon, the World Bank and International Monetary Fund, and the Eurocrats of Brussels. The Faustian deal for every new and prospective NATO member is that they will be forced to integrate their military forces with NATO, which means windfall profits for Lockheed-Martin, Northrop Grumman, Boeing, and other Western military contractors eager to replace older weapons platforms, including aircraft, with “standardized” NATO hardware.
Poroshenko will also be feted by a number of Ukrainian-American and Ukrainian-Canadian organizations that have historically backed the most reactionary and fascist-aligned elements in Ukraine. In the United States, these right-wing Ukrainian diaspora communities are concentrated in New York, Pennsylvania, Ohio, New Jersey, northern Illinois, and California. These Ukrainian groups, which include the United Ukrainian American Relief Committee and the US-Ukraine Foundation, have donated bulletproof vests, night-vision goggles, helmets, and boots to the Ukrainian military and national guard/militia forces without interference from US defense export authorities.
Poroshenko will leave North America for Ukraine after signing Ukraine up to become a NATO and US military and economic client state. Europe is replete with countries that joined NATO and the EU only to find themselves being pressured to increase their defense spending to help engage in foolhardy sabre-rattling represented by new “missile defense” and other weapons systems aimed at countries like Russia and Iran, as well as to subjugate their economies to draconian austerity measures demanded by global bankers in Frankfurt, London, and New York.

I found this link posted on the comments section of the article about Poroshenko ‘ s speech in the Guardian. If you read these comments you will see that their readers know what’s going on and do not like it one bit.
Be aware that the Guardian’s internal censors routinely and vigorously delete comments and block the accounts of those they deem to be dismantling the Guardian’s Ukraine-spin-bias-narrative too effectively.
Likewise, Guardian comments sections is replete with rightwing Atlanticist parrots that are given full latitude to spread their repetitive pro-Kiev, anti-Moscow disinformation with impunity from such censorship.

In scanning the ~140 comments above I don’t believe I’ve seen any mention of perhaps the most dangerous part: Poroshenko’s thinly veiled threat to obtain nuclear weapons and pursue war with Russia over Crimea:
“Many things, including the effectiveness of the Global Non-Proliferation System, will be put under severe test and judgment depending on the response of America…”
He makes this threat in passing from 10:00-10:11, but it is worth going back to 9:43 to hear him placing it in the context of “Russian aggression” to defend Russian-speaking peoples in nearby countries (he amusingly declares of these Russophones “even in Germany there is a very big majority”-!).
This was not merely a passing phrase; the following article quotes the Kiev junta’s Defense Minister Geletei as saying: “Ukraine will choose to drop its nuclear-free status and arm its army with nuclear weapons in the event that ‘the world does not help [the country].'”
