As reported by CNN, “The United Nations Security Council on Saturday [5 August 2017] passed a resolution imposing new sanctions on North Korea for its continued intercontinental ballistic missile (ICBM) testing and violations of UN resolutions.
With 15 votes in favor, Resolution 2371 was passed unanimously.
The resolution targets North Korea’s primary exports, including coal, iron, iron ore, lead, lead ore and seafood. The sanctions also target other revenue streams, such as banks and joint ventures with foreign companies.”
Resolution 2371 was imposed – by whom else? – the United States of America, the chief aggressor of the universe; the exceptional rogue nation that is never punished, never sanctioned by the very Peace Body, the UN Security Council (UNSC), for the millions of war deaths and drone murders caused by illicit and hegemonic wars, by proxies or by its own killing machine around the globe within the last 70 years – or more.
This anti-DPRK Resolution was unanimously approved by all 15 members of the UNSC, including North Korea’s only allies, China and Russia. They may have had their own strategic and selfish reasons for their lack of solidarity, for not vetoing the Resolution and instead proposing diplomatic measures – or else. Diplomatic measures which might have called to reason Washington and the Pentagon hawks, as well as stopped Trump’s monstrous warmongering, shouting nuclear threats from his golf club in Bedminster, N.J., “They will be met with fire and fury like the world has never seen.” Russia and China could have proposed a counter Resolution seeking dialogue and forcing Washington to stop its belligerence. – They didn’t. And that’s sad.
It is an outright shame to what extent literally the entire world is bending over backwards to please Washington – and, as always, its dark and deep state handlers that pull the strings on the White House puppets. Have we become a world of vassals to a dying empire?
The same military aggressors led by Washington, more than 60 years ago have destroyed North Korea to rubble, decimating its then population of 10 million by a third. The US has never allowed the signing of a Peace Agreement. Instead the Democratic People’s Republic of Korea (DPRK) under a shaky armistice pact was and is permanently threatened by Washington’s huge military bases in South Korea and Japan with fleets of war planes and vessels. The DPRK’s airspace is frequently invaded by US bombers; military maneuvers by the US armed forces with Japan and South Korea are repeated intimidations on the peaceful lives of the North Korean people. A 250 km long strictly enforced Military Demarcation Line at the 38th parallel north is keeping Korean families separated for more than three generation.
What the Kim-Jong-un regime is showing the world is nothing more than its readiness to defend the DPRK’s achievements of a marvelously rebuilt country with full social benefits of free education and health services for more than 25 million people. The nuclear deterrent is no danger to anyone, not Japan, not its Southern brother, and least the United States. And Trump knows damn well. His ‘fire and fury’ boasting is nothing more than sabre rattling, showmanship, as it pertains to a golfing multi-billionaire psychopath, who is dreaming of running a thanks-goodness faltering empire. He wouldn’t dare touching North Korea, because then, he would face the fire and fury of DPRK’s allies, Russia and China, despite their unfortunate UNSC vote.
The UN sanctions, if observed, would reduce North Korea’s annual export earnings by a third, i.e. by an estimated US$ 1 billion. It might plunge the country, already isolated by the west’s previous sanctions into extreme hardship and famine. Although it is unlikely that China, with whom North Korea deals for 90% of its external trade, would adhere to such sanctions, it is nevertheless an unfair threat.

Let’s look for a moment at the legality of the UN Sanctions Resolution in a broader context – in a context that the world’s populace has either never known or easily forgets.
Chapter VII of the United Nations Charter addresses Actions with Respect to Threats to the Peace, Breaches of the Peace, and Acts of Aggression.
These actions are governed by specifically Articles 39, 40, 41 and 42 of Chapter VII:
Article 39
The Security Council shall determine the existence of any threat to the peace, breach of the peace, or act of aggression and shall make recommendations, or decide what measures shall be taken in accordance with Articles 41 and 42, to maintain or restore international peace and security.
Article 40
In order to prevent an aggravation of the situation, the Security Council may, before making the recommendations or deciding upon the measures provided for in Article 39, call upon the parties concerned to comply with such provisional measures as it deems necessary or desirable. Such provisional measures shall be without prejudice to the rights, claims, or position of the parties concerned. The Security Council shall duly take account of failure to comply with such provisional measures.
Article 41
The Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.
Article 42
Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the United Nations.
Bilaterally imposed economic sanctions, the main staple of the United States slapped around the globe at will and at any nation that doesn’t lick her boots, are totally illegal and in breach of any international law.
The legality of UN imposed economic sanctions is highly questionable in most cases, and particularly in the case of North Korea, as they may affect Human Rights, or more specifically the civilian’s economic, social and cultural rights (ESCR), as adverse collateral effects may lead to a humanitarian emergency, i.e. the shortage of certain goods and services essential for the guarantee of basic standards of living (Gebs, Robin. “Humanitarian Safeguards in Economic Sanctions Regimes: A Call for Automatic Suspension Clauses, Periodic Monitoring, and Follow-Up Assessment of Long-Term Effects”. The Harvard Human Rights Journal 18 (2005), p. 173).
In the case of North Korea, such sanctions are outright farcical, if not illegal, since the main aggressor is not and has never been the DPRK, but the United States.
It would, however, never occur to any nation on this lovely planet to introduce a sanctions regime on the US of A through the foremost Peace and Security body of the United Nations. – And why not? – Because they are all afraid of US retaliations. Though, Russia and China and the block of the Shanghai Cooperation Organization (SCO) that already comprises half of the world’s population and controls one third of the globes economic output – and is clearly in the process of fully detaching themselves from the US-dollar hegemony – they should no longer fear retaliations – should they?
It is mind-boggling, how the world, the league of nation as it were, has been brainwashed to the core accepting almost without exceptions and questions Washington’s atrocities, crimes on humanity, indiscriminate killings of tens of millions of people around the world, the most vicious human rights abuse recent history has ever known, without blinking an eye. At the same time, this ‘solidary’ league of nations is ready to strangle a small brave nation, North Korea, that is merely testing its capacity of self-defense facing constant illegal threats from the world’s aggressor in-chief, the United States of America.

There is a nation, let’s call it Rogue State, that brutalized millions of war prisoners. Rogue State needs to engage in war to acquire more land, and mostly more water. Let’s call the nations Rogue State would attack B and C.
There is another nation, let’s call it Hegemon, that protects Rogue State.
There is a nation, let’s call it A, that minds its own business, mostly, but does provide military aid to B and C.
Rogue State wants to be able to use its nuclear weapons to blackmail A into not supporting B and C, thus allowing Rogue State to attack B and C and steal water.
The danger of North Korea gaining nuclear warheads is that they could be transferred to A. This development would seriously threaten the ability of Rogue State to do bad things.
Not to say NK wants to sell nuclear tipped missiles to A, B, or C, but that the potential exists. Sanctions on NK are on behalf of Rogue State, but Russia and China seek long term trade with the rest of the planet using their New Silk Road, NSTC, and other routes, and a stable and non-radioactive A, B and C are essential.
The UN has never been anything but a despicable “moral priesthood” in the service of Western imperialism, and this is especially pertinent with regard to Korea. The genocidal US terror war against the Korean people in the early 1950s was sold to the world as a kind of UN Holy War. The DPRK has no reason whatsoever to kneel before “The International Community”, least of all in this day and age when the West is becoming a stinking and sinking corpse.
Yes, that’s right, but it’s not so much about North Korea but about its absolute dictator; the fat, traitorous, murderous Pentagon vassal and traitor to his country (not unlike Hitler and Trump) Kim Jong Un.

Of course they could but the point is they didn’t want to.
A very good article but China and Russia’s support for the US sanctions is more than just sad – a lot more.
The Chinese said they had a twin track approach, ie sanctions for NK and a request that the US engage in talks – a request the US simply ignores making nonsense of the Chinese claim.
Despite well recorded efforts by the North Koreans – over a period of years – to achieve a reliable peace deal and the US arrogant refusal to negotiate, we can nevertheless see the anti NK rhetoric in todays “Global Times”

Does the “Korea expert”, Lu, have a cast iron guarantee that if NK stopped it’s nuclear weapons testing, the sanctions would end and the military drills rehearsing invasion stop?
Did sanctions on Iran end after they were proven to not have a nuclear weapons programme?
What happened to Iraq after it was sanctioned and disarmed?
This betrayal speaks for itself and makes the likelihood of a US attack greater since the US can and will say that China and Russia support it’s policy of disarming North Korea and given that NK is not about to surrender, the US will now see itself as having been given the “green light” for an attack thanks to the support of Russia and China.

Remember, the US is an ’empire of chaos’, so by bombing NK and NK’s retaliation
would turn into a regional war, leaving NK and SK destroyed, Japan possibly destroyed
as well, and China/Russia weakened. USA stays unscuffed.
At this point, the US doesn’t care about its allies/vassals and their destruction

A good article,though it my opinion too diplomatic in some ways. First lets set the stage a bit. North Korea is (also in my opinion) is an odious dictatorship. With a horrible cult of personality governing its people. There is more adoration for the ruling family than you see in many religions for their founders. And that is exactly why its hard for many outside to support them. But in reality that doesn’t mean anything. On this “particular” occasion North Korea is the victim,not the victimizer,regardless of their government.And is a symbol of the way small countries are treated by the US.

These sanctions were only one more step on the road to war,though a large step. It is hard for those who have been exposed to one side of the story for all their lives to see the DPRK as anything else than “an odious dictatorship”. But take another look. In reality, the only reason that it still exists and its people are alive and well is precisely because it has not let in the dreaded Soros and “open society”, “democracy” etc. The murders of Saddam Hussain of Iraq, Muammar Gaddafi of Libya, etc. perpetrated by the US have sent a very clear message – “you negotiate with us and try to please us and we will destroy you. You stand strong and develop nuclear weapons, and we will shout and scream, but will not dare to intervene militarily.”

I’m impressed with their achievements,don’t get me wrong. Its the level of a cult of personality I dislike. I’d seen it before. There is no doubt that the Russian and Chinese elites would like to feel a warmer level of embrace and acceptance in the bosom of the top looting class or “big boys club” as you call it. I suppose the core of that club does not easily accept parvenus, or can’t hide a certain contempt towards them. But these things can be worked out.

That is probably because the multipolar world doesn’t really exist, and its future liberating birth remains very much in the domain of wishful imagination. The reality is that the uni-polar system keeps inexorably strengthening its control over the entire planet, and the reality is that the top financial elites in every nation have no interest in a truly “multi-polar” world because of the potential instability it entails (to their status) with constant bickering and sparks among the different “polarities”. The one-government solution (one invisible government, of course) is much more soothing to their anxieties and prospects. We are almost there. They just need to work out certain details, certain accomodations, but the future path seems clear. The planet will be ruled by a completely invisible and unaccountable set who looks at the world as their private resort and at the swealling bulk of humanity as a biomass to be kept in strict corraled control, with ready mass exterminating mechanisms in place to be activated as need dictates. We the plebes can count ourselves lucky if we live in settings not yet afflicted by rampant lawlessness or jungle law, or subject to sadistic depopulation campaigns. It is understood that the price to live something resembling a “middle class”life in the relatively stable areas is to accept being completely monitored to the last detail. All your activities will be tracked. Cash will be phased out or its use severly restricted. You can try living with no credit card and no mobile phone etc, but it will be more and more uncomfortable.
The notion of nation will become increasingly centered on the flokloric/touristic aspects, and those are the areas that national parliaments will increasingly specialise on. Real laws that matter will be issued by decree, as the French are teaching us. The notion of sovereignty will become increasingly tainted with shame, associated to “populism” and racism and “dictatorship”. Once the last details are worked out, any territory attempting to exercise such shameful concepts as sovereignt will be crushed in exemplary fashion.

One would think that if NK was threatening a nuclear strike on Guam they’d at least give passing mention of it on the state newspaper, but there’s not a peep about it there.
So what we are probably facing with the “Guam threats” is yet another false flag, to justify a war.
And worse? Kim Jong does not even know it, or he’d be saying it is all false in the state newspaper that says August 10, which means it is super fresh.

Notice the first statement describes “an enveloping strike at Guam through simultaneous fire of four Hwasong-12 intermediate-range strategic ballistic rockets in order to interdict the enemy forces on major military bases on Guam and to signal a crucial warning to the U.S.”.
At the end of the article, the “strike” is clarified as hitting the waters “30 to 40 km away from Guam”.
So, the missiles would land in international waters (beyond 22km from shore), though the U.S. could hair-split over that because there is a further 22km “contiguous zone” subject to law enforcement.

I am afraid that the mythmakers are working overtime on this “Guam Strike Plan” story….as I look at the map of the western Pacific it appears that there are a number of potential targets much closer to NK than Guam, so that whole idea frankly doesn’t make any sense. Contrary to most observers here I believe that agreeing to sanctions is masterful piece of political work by Russia and China.
Of course that they will not abandon North Korean people but what there are doing is:
1. Telling Kim not to overstep his mark. This is all about Russia and China and not about NK
2. Keeping South Korea and Japan on their side. if America want’s their little war they will have to fight it alone and this time not against China and Russia but their proxy.
3. No chance this turning into a nuclear war unless America fires nukes first making it even more politically isolated.

Great, the one response so far that has a grasp at what is going on.
With Russia and China’s votes they have started to lay the groundwork of possible U.S. military action in their favor. With their vote, they are saying they have a seat at the table and partners to the ultimate outcome – not opponents.
Regarding Russia:
Nothing is gained by voting against sanctions. They have very limited trade interest with NK. They don’t need anything NK sells and NK doesn’t have money to buy their stuff. All voting against sanctions gets them is opening them up to be further demonized by western media which works against their interests elsewhere.
Russia does not have allies, they have partners. Kim is a horrible choice for a partner. The guy literally has executed relatives with an anti-aircraft gun. Not a leader a civilized nation should buddy up to.
Russia has signed the invitation for the U.S. to insert themselves into another draining quagmire. By not opposing this, they have eliminated themselves from much of the negative (and inevitable) consequences to come.
Russia shares a border with NK, granted it is only about 11 miles but it is enough to guaranty that they will be involved in post war Korea.
Regarding China:
Ever have little brother that threatened everyone on the block knowing big brother would back them up? There comes a point when little brother has to fight his own fight.

Do you listen to American talk radio? There is no meaningful opposition to a strike against NK. Yes, people are stupid… Russia gains nothing from opposing sanctions and loses standing by supporting a regime who has played the “give me handouts or I will launch missiles” one too many times. The words and actions from the Kim regime are beyond a right to self defense. Just make missiles and stfu is what Kim should have done.

Yes, voting for this resolution was a wimpy and sad move by both Russia and China. However, this vote was not as dangerous as the Libya UN vote. The DPRK has nukes and an increasingly successful ICBM program. Libya did not. Washington will not launch air strikes against the DPRK like it did to Libya or Syria. The DPRK would conventionally respond to US air strikes by hitting US military bases all over the region causing mass US military fatalities. US Congress/MSM would then demand an invasion of the north. The DPRK would then respond to a US invasion by nuking many US cities, starting a nuclear war. Washington knows this and that is why there will be no “regime change” war or even “limited air strikes” against the DPRK, because it could so easily spiral out of control.

3. NK may feel that this erodes their independence but having two allies is better than the current position
4. In all the comments no one addresses the fact that NK conduct has given Japan the excuse to militarise it has brought THAAD to the region
5. This surely is not in China or Russia’s interest and yet people think NK deserved their support???
6. North Korea have not been smart – I don’t know about Kim beyond what I read in the papers – but clever leadership does not seem to be in place.
7. Hereditary leadership akqats depends on luck – NK needs a visionary not what they have at present.
If you would study the issue you would see that North Korea would love most of the points on your list. But no one has offered them the things you advocate.

I recall NK being invited to anniversary of GP war a couple of years ago and rejecting the invite.This would have been a chance to talk informally build good will for example.
Up until the fall of the USSR,North Korea and the USSR were close allies. It was Yeltsin’s Russia that let those relations lapse,not North Korea. And Putin’s Russia and North Korea have held several economic talks. And so seem to get along OK.Except now with the sanctions that might change.And up until today they still have fairly good relations with China (especially economic) .Thought the Chinese agreeing with the sanctions may hurt that. As for South Korea,those relations are on and off (right now off). Depending on how pro-US and anti-NK the President of South Korea is at the time. With Japan,as the old colonial master. The relations aren’t usually good.
But let me turn that around for you. What moves to improve relations do you see North Korea’s neighbors making. Why would you think it must be North Korea to make attempts at improving relations. They are the weaker country. It would seem to me the stronger ones would be able to make attempts to improve relations easier than the weaker one. Yes, it was said Kim was invited at first . But there is a cloud over that. On one hand I read he refused. And on another occasion I heard it was rumored he was told the invitation wasn’t really serious. So I don’t know which to believe on that. I do know though that it should be fairly easy for some World leaders to ask to visit North Korea and talk to him. If anyone was serious about trying to improve relations with North Korea that should be a good first step.
North Korea looks forward to the day when the two Korean states will merge into one nation, which will be governed from Pyongyang. South Korea also looks forward to unification; but to a nation that will be governed from Seoul.
By virtue of its nuclear arsenal and its effective defiance of both Japan and America, North Korea will be the stronger side in this eventual merger. South Korea’s material wealth cannot offset this.
So, from Seoul’s perspective, as well as America’s, North Korea’s ruling factions must be put down. That means its military must be crippled, if not totally destroyed; and the population rendered into locally-oriented enclaves, each struggling for its own survival. Then South Korea can be “forced”, for humanitarian reasons, to come to the rescue of the long-suffering people of North Korea.
The challenge is to get the DPRK to initiate hostilities in such a way that American media can propagate the notion that America itself is threatened. So far, the DPRK is cooperating.
Should South Korea’s military join with America’s to attack the North, it would be expected that North Korea would respond in kind toward the South. If so, then the prospect of millions of casualties on both sides would be realistic. But if the attack involved only US forces from ships at sea and from bases in US territories, thereby directly involving no other country, North Korea might refrain from attacking Japan and South Korea.
If the United States were to use “tactical” nuclear weapons, the threat to South Korea would be over in a matter of hours; and the threat of massive casualties in the vicinity of Seoul could be avoided. But that logical decision would not be appreciated …. unless …. American media could persuade much of the world that DPRK had actually launched a nuclear-armed missile. I don’t believe that DPRK would go that far.
But, Americans once convinced much of the world that Iraq had nuclear weapons. They have convinced many that Iran is/was on the verge. That statement is deceitful and dishonest to such a disgusting degree I didn’t bother reading the rest of the commment. Once that kind of virus is detected, there is no need to keep analyzing every cubic centimeter of blood in the infected body.
When has NK threatened to “launch missiles” unless it receives “handouts”?
For that matter, when did NK ask for any handouts?
The only threats NK has made are always in the context of how it intends to react IF it is attacked. NK has taken great pains to drive the message that it won’t take agression lying down. What they’ve bee saying over and over and over is various versions of this wisdom: “This animal is very wicked / See what hapens if you kick it”
And why would they be so obsessed with sending that kind of message over and over?

Despite his long and storied career as an officer, he began butting heads with Pres. Harry Truman over how the war in Korea was being conducted. This led to Truman relieving him of his command on April 11, 1951. MacArthur subsequently testified at joint hearings before the Senate’s Committee on Armed Services and Committee on Foreign Relations to discuss his dismissal and the “Military Situation in the Far East.”
“I shrink—I shrink with a horror that I cannot express in words—at this continuous slaughter of men in Korea,” MacArthur lamented during the hearings.
“The war in Korea has already almost destroyed that nation of 20,000,000 people. I have never seen such devastation. I have seen, I guess, as much blood and disaster as any living man, and it just curdled my stomach the last time I was there. After I looked at the wreckage and those thousands of women and children and everything, I vomited … If you go on indefinitely, you are perpetuating a slaughter such as I have never heard of in the history of mankind.”
