“The Federation Council unanimously supported the president’s request – 162 votes in favor [of granting permission],” Ivanov said.
Ivanov said that Russia will use only its Air Force in Syria against the Islamic State of Iraq and the Levant (ISIL) on Syrian President Bashar Assad’s request.
“The operation’s military goal is exclusively air support of the Syrian armed forces in their fight against ISIL,” he said.
This operation by the Russian Air Force is limited in time and the types of the used weapons are not disclosed, Ivanov added.

Syrian authorities and members of opposition, who have been negotiating a peace deal in Geneva, want to sign the agreement in Prague, Czech President Milos Zeman said.

1) The US’ sheer arrogance still surprises you? Of course, Obombi has to be in control, but Putin will have nothing of it. Russia will operate independently from FUKUS inside Syria [it already does so], but. of course, notify all involved of its steps and measures it needs to take, in order to protect its assets.
2) Training people in or during combat situations is impossible, because of the fluidity of the situation/s [in most cases]. That will become ‘experience.’ and when you’ve seen enough death, destruction and mayhem, you’ll be/come ‘battle hardened.’ Simply meaning, you can kill [and not feel too bad about it… for now].

MOSCOW, September 30. /TASS/. The Federation Council has granted permission to the Russian president to use Russian Armed Forces in Syria, Kremlin Chief of Staff Sergey Ivanov told journalists on Wednesday.
“The Federation Council unanimously supported the president’s request – 162 votes in favor [of granting permission],” Ivanov said.
Ivanov said that Russia will use only its Air Force in Syria against the Islamic State of Iraq and the Levant (ISIL) on Syrian President Bashar Assad’s request.
“The operation’s military goal is exclusively air support of the Syrian armed forces in their fight against ISIL,” he said.
This operation by the Russian Air Force is limited in time and the types of the used weapons are not disclosed, Ivanov added.

Syrian authorities and members of opposition, who have been negotiating a peace deal in Geneva, want to sign the agreement in Prague, Czech President Milos Zeman said.
PRAGUE (Sputnik) – According to the president, the peace talks in Geneva will probably continue for several months before a treaty can be signed.
“This document is already starting to be called the Prague Declaration,” Zeman said, as quoted by the Cesky Rozhlas radio station.
Zeman added that he is ready to support the participants in their negotiations in case the Syrian government decides to sign the final declaration with the “democratic opposition”, but not with any radical or terrorist organizations.

Stakes in Syria Too High for US to Avoid Working With Russia
Russian Foreign Minister Sergey Lavrov will head a UN Security Council meeting on Wednesday at which he will lead a discussion on the creation of a consensus-driven plan of action to address the fight in the Middle East, and counter the threat of terrorism.
Russia currently holds the rotating presidency of the Security Council, and is seeking to make use of the opportunity to gain a consensus on fighting militant religious extremists.
“We propose discussing the creation of an agreement on a resolution for coordinated action from all powers which are opposed to the ‘Islamic State’ and other terrorist groups,” Russian President Vladimir Putin said in his address to the UN General Assembly on Monday.
However, Russia’s representative at the UN Security Council, Vitaliy Churkin, said that Russia’s effort to get all of the members of the Security Council to agree to draw up a comprehensive document which would lay out a strategic approach to the conflict has met with opposition from the US.
“The Americans said that it is necessary to sort out what’s going on in Syria before we make any documents,” said Churkin. As a permanent member of the Security Council, the US has the power to block a resolution, which requires the agreement of all permanent members in order to be passed.
“They said they are not politically ready at the moment to accept a collective document with us,” explained Churkin.

In his efforts to create an international coalition which would agree on collective action against the Islamic State and other terror groups operating in the Middle East and Africa, Lavrov will also hold talks with US Secretary of State John Kerry, their third meeting in recent days on the sidelines of the UN Security Council General Assembly, and with his Syrian counterpart Valid Muallem.

The US will open “lines of communication” with Russia to avoid “misjudgment and miscalculation” as a US-led coalition conducts strikes against ISIS in Syria. Moscow is assisting government forces in their fight against the terror group.
“This morning, [Defense] Secretary [Ashton] Carter directed his staff to open lines of communication with Russia on deconfliction,” Pentagon press secretary Peter Cook told reporters at a press briefing.
Pentagon officials have stressed the need for “deconfliction” with regards to the coalition and Russian forces. The two sides are set to discuss their respective actions in order to reduce the risk of accidents.
