Because it would put international pressure on Russia to withdraw their troops from Chechnya if the hijackers hijacked and landed 4 commercial planes on US soil demanding Russian withdraw their forces from Chechnya and release Islamic militants from US prisons including those involved in the 93 WTC attacks just like The Popular Front for the Liberation of Palestine (PFLP) did in September 1970 to put international pressure on Israel.
